Help to find out who stole from my friend

The Problem:
somebody broke into my friends storage unit in Madrid Spain, not by force, they used a code to open the door.
A large sum of money got stolen. They storage unit have a record of when the doors got opened, which is apparently on the 25.October. They also have a month worth of video surveillance, but will not release the footage unless the police is involved. (apparently footage is held for 30 days)
Since a large amount of money was stored in a storage unit, the police cant be involved.

The main task:
retrieve the video surveillance footage.

identify the individual responsible

This seems a bit “unusual” for this website, I am open for suggestions and negotiations.
I am only the arbitrar in this scenario, but I am doing this in the interest of my friend.
